據今日俄羅斯電視臺網站12月7日報道，在德國《時代》雜誌當天發表的一篇采訪中，德國前總理默克爾指出，2014年由柏林和巴黎在明斯克斡旋的停火協議是為了讓基輔有時間加強其軍事力量，就這方面而言，該協議是成功的。
